Scope
Annex 1 lists qualifying irrigation facilities of 500 ha or more, with a 21-month base period. This includes the listed DSİ, association, cooperative, municipal, TİGEM, provincial-administration and other legal-entity irrigation operations.

Plan the field implementation
Match each measurement point to the irrigation plot and operational boundary. Define single/dual outlets, flow limits, pressure regulation, user access and prepayment. Verify field communications, power supply and maintenance accessibility before selecting equipment.
Certificate criteria
Green includes suitable modern pressurised irrigation where physically feasible, metering, monitoring, training and production planning. Turquoise specifies at least 30% non-conventional-source share and at least 60% irrigation efficiency. For exactly 500 ha, ask the Ministry about the distinction between Annex 1 “500 ha or more” and Article 7 “over 500 ha”.
