Scope
Annex 1 thresholds include 400 or more students for education/dormitories, 100 or more beds for healthcare, 100 or more rooms for accommodation and plots larger than 1,000 m² for business centres/commercial plazas. Airports, shopping centres and provincial rail/bus terminals are separately listed. The base period is 21 months.

Plan the field implementation
Track consumption alongside occupancy and user numbers. Assess blocks, kitchens, laundries and landscaping separately. Plan modifications around service continuity, maintenance access and the actual scope of the building installation.
Certificate criteria
Article 7 includes accommodation facilities with 250 or more rooms, airports and university campuses in the green-application group. Green efficient-fixture shares are at least 50% for accommodation/airports and 25% for campuses; turquoise specifies 75% for these groups. Other criteria and footnotes still apply.
