Seven Annex 3 criteria

• Assign adequate staff
• Establish the current water-efficiency baseline
• Set water-efficiency targets
• Plan the actions needed to reach the targets
• Provide training
• Use water-efficient fixtures such as taps, showers and toilet cisterns
• Use written and visual information materials

Build an evidence file

Prepare staff appointments and task allocation, a source/meter/fixture inventory, a five-year action schedule, implementation records, training attendance and periodic readings. These are practical preparation examples; use the Ministry’s current application requirements for the formal submission.

Equipment and certification

A main meter or control valve does not by itself satisfy the efficient-fixture criterion. Planning, training, implementation and continuing records are also assessed. Annex 3 does not set a single universal percentage saving for the blue level.
